Science Teacher from Hailakandi Suspended for Violating MCC

As the second phase of Lok Sabha Elections approaches on April 26, preparations are in full swing across various regions, including Barak Valley. However, with election responsibilities come strict adherence to the Model Code of Conduct (MCC), failure to comply with which can lead to serious consequences.

On April 22, in Hailakandi, a teacher was suspended for allegedly failing to follow the Model Code of Conduct and involving himself in electioneering. Upon receiving this information, immediate action was taken, resulting in his suspension.

Following a report from the District Elementary Education Officer (DEEO) of Hailakandi, dated April 20, 2024, it was revealed that Mr. Khalilur Rahman Mazumder, a Science Teacher at Koyah ME School under Lala Educational Block, who was assigned as the Presiding Officer for the General Election to the Lok Sabha Election, 2024, has been found guilty of violating the Model Code of Conduct. This violation occurred due to his involvement in electioneering on social media platforms.

As a consequence, pending departmental proceedings and in accordance with the provisions of Rule 6(1) of the Disciplinary and Appeal Rules, 1964, Mr. Khalilur Rahman Mazumder, Science Teacher at Koyah ME School, has been suspended with immediate effect. However, he is entitled to receive a subsistence allowance as per the Disciplinary and Appeal Rules during the suspension period.

Moreover, during this period of suspension, he is strictly instructed not to leave the Headquarters without prior permission from the Higher Authority. Furthermore, he is prohibited from engaging in any profession or trade until the suspension period is lifted.

On the other hand, according to reports, The Media Certification and Monitoring Committee of Hailakandi recommended strict punitive measures against Khalilur Rahman based on their review of the letter regarding the violation of Model Code of Conduct. This committee suggested taking strong disciplinary action against him.

The Model Code of Conduct includes a set of rules and regulations that deal with speeches, meetings, processions, election manifestos, and other relevant matters of the electoral process. It also ensures that no political party is able to coerce anyone to vote for their party. Trying to get votes by distributing money or liquor, through intimidation, or threats are a direct violation of the Model Code of Conduct.

Khalilur Rahman’s act of engaging in electioneering on social media violates the Model Code of Conduct because it breaches the guidelines set forth to ensure fair and free elections. The MCC prohibits any form of campaigning or promotional activities during the election period, including on social media platforms. By participating in electioneering on social media, Khalilur Rahman failed to adhere to these rules, which aim to maintain the integrity and impartiality of the electoral process.

Election officials, including Presiding Officers, are required to maintain neutrality and impartiality throughout the electoral process. Engaging in partisan activities or expressing support for any candidate or party, especially on social media, violates this principle.
